ZipFile expects a file, not a directory. I'd wager that's the culprit. Try creating the file first and passing that into zipfile. That looks very strange in the error message you posted. Based on my research I see that this issue occurs if the folder where the windows apps are located do not have administrator access. You can follow the below mentioned steps to get the issue resolved. Click on C: drive. Please click on a folder name Program files 3. Now you should see a folder name WndowsApps. Right click on the WindowsApps folder and click on properties. You will be seeing tabs like General, sharing, security and customize on the top on the windows.

Edit: I solved or rather circumvented this by installing python using scoop and using cmder instead of Git Bash. Python isn't actually installed. That's a shim which should open the Windows store, but it only works from PowerShell or CMD and only does that correctly some of the time. I recommend visiting the Python website and downloading and installing from there. Learn more.

I am trying to run pip install mitmproxy on Windows, but I keep getting access denied, even with cmd and PowerShell using the Run as Administrator option. Personally, I found that by opening cmd as admin then run python -m pip install mitproxy seems to fix my problem.
One additional thing that has not been covered in previous answers and that often cause issues on Windows and stopped me from installing some package despite running as admin is that you get the same permission denied error if there is another program that use some of the files you or pip install try to access.
